The thing is, they never claimed otherwise.
I was looking through Rogers' old press releases...in this one from Feb. of last year, they claim:
Rogers' Digital Phone telephone service will leverage the Company's
advanced DOCSIS broadband cable network, combined with advanced soft-switching
technology based on CableLabs PacketCable industry standards and voice over IP
(VoIP) technology...
...so is this service VoIP over PacketCable up to the "central office" (or equivalent term for cableco)? And then POTS from that point on?
