according to the CRTC, every VOIP provider must provide at least basic 911 service. "fixed" VOIP must have enhanced 911 while mobile VOIP - service that can be moved around - must offer basic 911. they have to inter-connect with the PSTN. it means skype falls into a grey zone because you only connect to the PSTN with skypein. i'm not sure about who actually controls 911 in canada, but it's a good question that i'll suss out.
