A couple of nitpicks: Madison River was not fined, they "paid it to the Treasury; the consent decree was with FCC and not SEC. More importantly the consent decree may be applicable only to Title 2 service providers; even cable modem service may not be covered. (See Jeff's recent entry.) Aswath
