I agree with you that there will not be a price war anytime soon but for different reasons than you have stated. Both telcos and cablecos will differentiate themselves from the Vonage/Skype type providers by offering a premium service with high quality and reliability. VoIP companies deal with wholesalers who deal with Bell so I am not sure where the exhorbitant charges come in.
The key question will be whether or not a tiered system will be put in place to allow the telcos and cablecos to offer guarantees on service levels for Voice/Video over IP and VoWifi to their own customer and limited bandwith to the Vonages of the world. What motivation is their to build out fibre and high-bandwith cable networks when they can be leeched with no chance of cost recovery in even 10 years?
