The infrastructure and even service (Unlimitel.ca) to do SkypeIn in Canada are available. However, CRTC requires that VoIP services include an e911 capability. Skype, however, does not want to assume the liability associated with hosting a 911 service. So we have a Catch-22 situation where either we lobby for a change to the CRTC regulation or Skype changes it policy worldwide. (Unlimitel's DID numbers have 911 capability available.)
