sure, that's all possible, although i'm not sure wi-fi is the technology to offer roaming wireless. one point that i didn't make is how cities could use a wi-fi network for all kinds of internal purposes such as tracking public transportation assets. if that provides the ROI, then the rest is gravy - perhaps offered as a free or cheap service? if it's just internet access being offered, i'm not convinced cities have the scope or imagination to go down that path - unless they receive some sage consulting advice...:)
