I am not a fan of the CRTC but I do agree with them on this decision. VOIP is still not a mature product and can't be considered an immediate threat to the ILEC's local product for now. Two years down the road ....... maybe ..... and that’s what the CRTC is saying. When it comes to competition from landline providers the ILEC still controls the "last quarter mile" so they have to be policed to make sure they don't provide an inferior access for CLEC"s when compared to the Local Line department of their company. Something that in the past was blatantly happening. As for the winback rules they have always been a joke. I remember years ago going over to a Telus competitor for long distance and just before I was switched I was called by Telus to ask if I really........ really........... really....... wanted to switched along with a spiel telling me all the pitfalls of leaving Telus. What made it even worse is when I got a call 6 months later from a Telus telemarketer asking me what company I was using for long distance and when I put on my poker face and told them I did not know they came back and told me what competitor I was on. A definite no-no but an example of how the ILEC's can affect the success or failure of an CLEC with the intelligence they have at hand. Any complaints to the CRTC about this would result in Telus saying.......... Ooops! Just an oversight. Won't happen again. Yeah right!!
