Inukshuk does NOT use WIMAX. It uses a proprietary WIMAX-like technology from a US company called Clearwire owned by Criag McCaw. Why are they not using WIMAX? Personal connections, the need to build out quickly to retain spectrum, cross investments in Inukshuk, who knows?
