When people do silly things, like build cities under sea level close to the sea (or build on the western side of the California fault lines) and the inevitable happens, why is there suprise? The US is happy to pay less tax in order to not build the infrastructures necessary to protect them. Why build levees to withstand Category 3 when there is a Cat 4 or 5 even 15 years? Louisiana and Mississippi continually elect ineffectual gov't officials who have now delivered them exactly what was asked for - no friends in Washington to help them.
