VOIP 911

It's interesting to see how the FCC may force U.S. VOIP service providers to offer access to 911 given Canada's telecom regulator has already implemented this policy. So far, 911 has been the most pro-active thing the Canadian Radio-television and Telecommunications Commission has addressed with VOIP. That will change, however, on May 12 when the CRTC hands down its much-anticipated ruling on whether to regulate VOIP. The 911 decision came out a couple weeks ago - a decision that left the small players gnashing their teeth while larger players simply looked at it as the cost of doing business in Canada.

What sort of criteria is used to determine whether or a not a VOIP provider must provide 911 support in Canada?
Is this only a requirement for providers that use telephone numbers? That interconnect with the PSTN? That use a telephone handset and an ATA? Who implements and controls access to the 911 system in Canada? Re: Re: VOIP 911

according to the CRTC, every VOIP provider must provide at least basic 911 service. "fixed" VOIP must have enhanced 911 while mobile VOIP - service that can be moved around - must offer basic 911. they have to inter-connect with the PSTN. it means skype falls into a grey zone because you only connect to the PSTN with skypein. i'm not sure about who actually controls 911 in canada, but it's a good question that i'll suss out.

How to interconnect with the TELUS/BCE controlled 9-1-1 selective routers across Canada is the subject of two contributions currently before the CRTC CISC Emergency Services Working Group.
The issue really boils down to the locations where the interconnection can take place and the actual nature of the interconnection (that is using heavily centralized packet switched interconnection using SIP+RTP/UDP/IPv4/Ethernet or using really really old T1 telephone lines across great distances)
If interconnecting with the 9-1-1 network was free everybody would provide 9-1-1 service.
